EUIV places a much higher emphasis on player choice and brings a big change to the way the game is played when it comes to higher tech levels and, consequently, the weapons and diplomacy that go along with that advancing tide of technology.

I heart Paradox. Here is a team of developers (and publisher backing them up) that make genuine, deep, intimidating strategy games. That are oh-so-rewarding once you spend a week to sit down an get used to them.
Sengoku is still my favourite grand strategy game of all time.
